Navigating EPR: Key Insights for Packaging

Extended Producer Responsibility and Packaging

The Extended Producer Responsibility (EPR) concept has been around for several decades, with its origins dating back to the 1990s. Introduced in Europe and North America, this policy approach initially focused on products like batteries, electronic waste, and packaging.

Since then, EPR has expanded globally and across various waste streams, becoming a key strategy for managing waste sustainably and promoting circular economies. The adoption and enforcement of EPR regulations have increased significantly over the past 20 to 30 years, reflecting growing environmental awareness and policy efforts to reduce pollution and waste.

How is EPR impacting Sealed Air?

Sealed Air has always been committed to providing sustainable solutions in packaging for both our food and protective packaging customers. As EPR continues to drive our global industry toward more sustainable practices, we’re developing innovative materials designed for recycling or composting, a take-back/closed-loop recycling program in Europe and a partnership investment in advanced recycling infrastructure.

As a Consumer Packaged Goods (CPG) company, how will EPR affect me?

As a CPG, Extended Producer Responsibility could affect you in several ways:

  1. Financial Responsibilities: You may be required to pay fees or contributions based on the amount and type of plastic or packaging your products use. These funds typically support recycling and waste management systems.
  2. Design and Packaging Changes: You might need to redesign packaging to be more recyclable, biodegradable, or environmentally friendly to meet regulatory requirements and reduce EPR costs.
  3. Reporting and Compliance: You will likely need to report your packaging and waste data regularly and comply with specific regulations, which may involve tracking the lifecycle impacts of your products.
  4. Operational Adjustments: Implementing take-back schemes, supporting recycling programs, or partnering with waste management organizations could become necessary.
  5. Brand Reputation: Complying with EPR can improve your brand image by demonstrating environmental responsibility, which is increasingly important for consumers.

Is EPR just a tax on plastic?

Taxes typically generate revenue without necessarily linking to any specific outcome, therefore EPR is not considered a tax. Instead, EPR is a policy framework that assigns responsibility to producers for the entire lifecycle of plastic products, aimed at tackling post-consumer waste. While EPR often involves the collection of fees from producers to fund recycling and waste management systems, proponents state its primary goal is to incentivize environmentally responsible product design, reduce waste, and increase recycling rates.

Is EPR just another trend that will eventually just go away?

It’s unlikely that EPR will simply go away in the foreseeable future. Instead, EPR is becoming an increasingly important part of global waste management and environmental sustainability policies.

For example, many European countries, Canada, parts of Asia and certain U.S. states have implemented or are strengthening EPR schemes related to plastic packaging, e-waste, and other products. EPR policies are expected to continue to evolve and become more sophisticated, possibly expanding to cover more products and stricter regulations.

Extended Producer Responsibility encourages everyone to incorporate sustainability into product design and business practices, offering opportunities for innovation and market differentiation.
